Originally it was thought that when doing a special or super move that there were certain "shortcuts" in doing them. For example, Zangief's command throws do not require a full 360 to perform. Only seven points are actually hit in the circle to perform the move. But from what the article by D3V states it's not actually "shortcuts" per say, it's really a thing called input leniency. Meaning, if you almost put the move in correctly the game will make up for it and still allow your super move to come out.
This is really a gift and a curse considering the fact that sometimes you may want a hadouken to come out but due to this feature an dragon punch comes out or vice versa.
